Biographies

Jay Klemetsrud, Devils Lake – Term 2011
Graduate of Devils Lake High School and UND with a degree in industrial management.  Master plumber for the last 30+ years and manager of Klemetsrud Plumbing & Heating for the same time. 

Married to Jeanne Litzinger of Devils Lake and have three sons and a daughter and twelve grandchildren.  Belong to numerous civic and fraternal organizations.  Elected to the board of directors in 2008 representing Ward 2.

Doug Mohr, Devils Lake – Term 2011
Has spent most of adult life in the Lake Region area.  Married to Cecilia and has one son, Patrick. 

Prior work experience includes education and real estate.  Currently employed by Ramsey National Bank.  Hobbies include hunting and spending time at the lake.  Elected to the board of directors in 2008 representing Ward 2.

Cindy Brown, Devils Lake – Term 2011
Originally from Milnor, ND. Attended Valley City State University with a double major in Business Administration and Business Education.  Has taught business classes at Lakota High School through the 2007-08 school year and was also the assistant girls basketball coach. 

Married to Jon and lives on a farm about 12 miles southeast of Devils Lake where Jon farms and raises Black Angus cattle.  Has two young  sons.  Elected to the board of directors in 2008 representing Ward 2.

Paul Becker, Crary - President – Term 2012
Along with wife, Kimberly, has lived and farmed in northern Ramsey County.  Have two sons attending UND and a daughter still at home attending Devils Lake High School. 

Becker farms with his brother, Doug and two nephews and has been involved in farming for over 30 years as a fifth generation farmer with a centennial farm that has been in the Becker family for over 125 years.  Becker was also involved with a custom harvesting operation, from Texas to North Dakota, with his father and brothers for 30 years that has been scaled back to North Dakota only since 2000. 

Becker is a graduate of Devils Lake High School, Lake Region Junior College, and NDSU, with a degree in Agricultural Economics.  Involved in many community activities; currently a board member of Ramsey County Water Resource Board, Northern Prairie Envirofuels, Lake Region Grain Marketing Club, and Ramsey County Crop Improvement Association.  He has been involved with Ramsey County and North Dakota Farm Bureau, ND Landowners, and his local Parish Council.  Charter member of the reorganized board of Greater Ramsey Water District in 2006 and served on the board of directors prior to the reorganization.  Becker represents Ward 3, and was reelected at the annual meeting in February, 2009.

Les Windjue, Devils Lake – Past President - Term 2012
Les and his wife Karn live and farm north east of Devils Lake. They have 3 children. Bethany is married to Chris Dumont and  they are living in Bismarck. Sharlene is married to Matt Olson and they live in Devils Lake and Adam is a junior in High School and living at home.

Les serves on numerous boards. This will be his 5th term on the Greater Ramsey Rural Water Board. He has served on the Water Resource Board, Community College Foundation Board, Ramsey County Farm Bureau, and Peace Lutheran Church Council.

Les enjoys family time at the lake, an occasional ski trip and winter vacations somewhere warm and sunny.

Avis Lowe, McHenry - Term 2013
Lived on farm for over 50 years.  Deeply involved in community, county and state.  Has four sons and a daughter.  Was elected to the board of directors in 2007 from Ward 1.

Kerwin Borgen, McHenry – Vice President - Term 2013
Lives in McHenry with wife, Flora for past 23 years.  Currently serves as part-time Superintendent of Midkota Schools.  Was elected to the board of directors in 2007 from Ward 1.
